Is the Protective core being used for an Earth? Should be ok, some would say it should still be RCD protected or at least a time delay version. As long as the Earth loop impedance is low enough for the protective device for it it should be alright.

Seems very odd, normally most have removable plastic film on the batteries or similar and even a button of some description to turn then "on", have you a link to light?

A ceiling mounted pull cord light switch would be a better option, it's only plastic conduit so should be easy enough.
