    As above, yes you can fill it. Consider using a fine-surface filler. You need a suitable tool to spread it. Remove any other loose old paint first. Did you stir the paint? It seems amazingly transparent even for a cheap paint. I've found some of the cheap Screwfix paints (e.g. Fortress)...
