How can I open a stuck upvc window?

It's on a slightly damp wall, I am wondering if there's something I can spray in before trying to force it. Would penetrating oil spray of some sort or silicone spray help? Thanks

Damp behind kitchen units, will another plinth vent help?

Thanks, so is the answer to grind out a channel in the concrete and stones? Also I found that the walls are tiled down to the floor in places behind the cabinets, I guess that is not going to help it breathe?
