    I measured continuity between the pipe going into the shower and the earth of the supply cable coming out if the wall (removed from the shower terminal to make sure there was no connection internally). I got a beep and measured 0.7 ohms. Does this mean the earth is a good reference?

    With the switch on, I get 2-3ohms between the live terminals, and no continuity between the neutrals. With the switch off, there is no continuity anywhere. I don't have any continuity between any other terminals.
