Hi, I need some advise. we are repainting our bedroom with Homebase Duracoat paint. As one wall was a dark red colour previously, we painted it over in white emulsion, now when applying the top colour, the paint drags, after 2/3 hours its still wet in places and if you touch the wet sections...
