Problem getting paint to stick

Hi,
I need some advise. we are repainting our bedroom with Homebase Duracoat paint. As one wall was a dark red colour previously, we painted it over in white emulsion, now when applying the top colour, the paint drags, after 2/3 hours its still wet in places and if you touch the wet sections, it lifts off. It is an outside wall. the top colour has gone on and dried as expected on the other 3 walls. Any ideas what to do next?

yOU ASLO HAVE TO LOOK AT THE SURFACE OF THE WALLS THEMSELVES, ARE THEY COATED WITH SILK EMULSION OR WROST STILL GLOSS?

tHE ONLY WAY i HAVE FOUND GETTING ROUND THIS PROBLEM IS TO CUT IN AND ALLOW IT TO DRY THEN ROLL AS CLOSE AS YOU CAN TO THE EDGES.

iF THE WALL IS ONE OF YOUR EXTERIOR ONES IT WILL BE COLDER TOO..THUS SLOWING THE DRYING PROCESS

(Bastard caps lock!!!...sorry but im not typing that again!!)
