Who would I ask to find the source of damp in my house i.e. surveyor etc my son is doing the damp proofing but we are unable to find the source we thought it was rising damp but now it looks like it is coming down from somewhere

Any Idea please roughly how much getting some damp sorted in my lounge would cost me I am only looking for a ball park figure as I know it depends on how bad it is its been painted with that white stuff and plastered + painted but its come through again so it must be worse than first thought...
