Damp

Who would I ask to find the source of damp in my house i.e. surveyor etc
my son is doing the damp proofing but we are unable to find the source we thought it was rising damp but now it looks like it is coming down from somewhere

You need to discover the source , random damp proofing achieves nothing.
You could have a leak from many places or a combination of leaks. Check guttering, downpipes, roof, flashing, . A common source of damp is thru disused chimney breasts that have not been capped or are not ventilated.
Also check plumbing, overflows etc. Any pics? inside and out.

Why do you think it is damp from outside, rather than condensation?
