If you don't have a system boiler (expansion vessel integral) then yes you will need an expansion vessel, this takes the place of the F&E tank that will probably be up in your loft close to your cold water cylinder. This will be for the expansion of the central heating water once it gets heated.

Ignorantly not thought about pump but having just spoken to owner he did say that although central heating works fine boiler does only come on for a few seconds then goes off, then back on again. Radiators do get hot though. Is this the pump not circulating hot water quickly enough?
