the plate heat exchanger is only in use on hot water demand as the heated water from the central heating main heat exchanger is diverted to it only when a tap is open hence the f14 fault only when you run hot water

try isolating one of the cold rads drain down and open the valves into a bucket see what the flows like if its good at least its not the pipe work

what i mean is they could turn the heating off and isolate the bathroom lockshields to the rad and just turn on the electric elements use hot water as normal .hope it helps mate but nobody knows everything there could be a better way good luck..
