Can a capacitor on a pump be changed when it fails

the flow pipe heats upto about two foot under the boiler would this still happen if dv was knackerd. any way of testing the dv without changing it.

I have tried to get into it loads of times but just get ignored. Im in northern ireland so not gas safe registerd. I have sent in my corgi details many times with no joy. Admin if your reading sort it out!! So have to post here. Any ideas on the prob with the boiler pump or wax valve?
