Looking at buying a house and the survey showed that there was slippage of the dry verge units. Is this likely to just be historic poor fixing or indicative of an underlying problem?

My central heating has developed a problem in that when I apply mains power to the system but with both the HW and CH switched off (lights out) the boiler fires up and activates the pump and central heating. I cannot switch off the heating.
I have some antique gold finish basin taps which I want to replace with like for like, but unfortunately i don't know what make they are .
The only clues is that the white disk on the top has the world "HILTON" on, ring a bell with anyone ?
