UPDATE: In order to get the dish washer flush with the wall I swapped the plug socket with a fused spur, removed the waste pipe that was coming up the wall and plugged the outlet at the floor with a 40mm push fit plug, and bypassed the underfloor water pipe by disconnecting it at the inlet and...

It was, and the 40mm pipe was inside a push fit sleeve coming from the floor, so I just removed the pipe and used a 40mm push fit socket plug (£1.50) to plug it. A very easy solution to what I thought was going to be a difficult problem.
