Thanks, but I've read s35 and it doesn't say so in so many terms, I would assume s35 was written on the assumption that a completion certificate hadn't already been served?

They came round but didn't check the thickness off the foundation, basically they're saying they made an error in not checking properly and had they seen it then they wouldn't have issued the certificate. And yes, it was BC that came round.
