I would go with oil based dulux satinwood or farrow and ball waterbased eggshell. They are both very good.

You would have to make the woodchip very wet bedore starting to remove it. Than carefully try to remove with filling knife. Anyway probaly you will need plasterer.

just put plastering mesh tape for cracks, apply pva to the whole surface and plaster. to be sure that the cracks will not appear you can use 1m wide mesh wich should put between coats of plaster to the whole plastered surface. cracks will not come back then.
