If the kitchen is not classed as a special location, why do you need all this part p bissness when doin any work, but not in say a bedroom?

i heard in a kitchen you should leave a distance of 150mm from the coocker and 350mm from sink to put a socket outlet, is this a reg are just a guild line to make it safer? thanx for any help!

i dont understand all this part p, i am a spark but dont work for my self but can i do a full rewire for myself if i get an nic spark to test and give me a cert? would that be ok?
