If the kitchen is not classed as a special location, why do you need all this part p bissness when doin any work, but not in say a bedroom?

I would imagine because the kitchen tends to have a lot of electrical devices/appliances that have large areas of bare metal, not to mention all those pesky fiddly new light fittings that people like to have installed nowadays.
So perhaps an area more prone to disaster than say, the bedroom?

Because an awful lot of refurbishment/makeover work goes on in kitchens - people will often do it just to sell a house, or semi-automatically when they buy a house.
The electrical parts of this work were largely done by kitchen fitters, so when the electrical contracting industry concocted their plan to put small and OMB electricians out of business and to stop non-electricians from doing electrical work they gave kitchens the same status as bathrooms, even though the IEE had never seen a need to do so.
