Ok. Is the registered owner notified of my application? I would assume then if the owner found out that i gained permission on the land he would increase the price.

There is some waste land i have my eye on that would be useful to park 3 cars. Its been for sale for a long time with no buyers and it has no existing permissions. Currently its just an area overgrown with small bushes. Is it possible to apply for planning permission on land that you dont own...
