What would be the issue with filling the gaps and rendering? Also, I the blocks seem to have been painted by the previous owners, what's the issue with that? Thanks

Hi I have a garden wall constructed of the once popular floral type design cinder blocks which you can see through. I want to get this rendered, do I need to fill the gaps in the blocks or can they be rendered as they are?
