Far as I'm aware the common on a panel is a common negative throughout the panel it's why you can wire a PIR with only 3 wires using the neg as a common. To have 1 PIR connected to both panels you would need to link both commons on both panels together so creating 2 return unbalanced paths back...

You would be sharing the negative from both panels so cant see being very good for the power supplies being unbalanced like that probably ok for a short space of time but not long term.

Optex beams would be the best bet to use, but also look at the more advanced CCTV systems that have advanced analytics they can tell the difference between people and other objects which greatly reduces the false alarms. Still not perfect but they are getting better and better all the time.

There is no need for the resistor I would get rid of it, also when you said you checked the fuse which fuse there is a data bus fuse specifically for the keypad on the control panel. As for the wiring make sure all the colours match on the d1 to d4 on the keypad and main panel.

It wont do 4K but you will may find that you NVR doesnt output 4K anyway to the monitor. The cameras may record at 4K but that only really becomes useful when zooming in on the image.
