It looks like I've found an answer to this myself: Building regulations introduced in 1965 make it a legal requirement to install a structural damp proof membrane in new buildings. Maybe this could help anyone else.

Thank you CBW, new TRV head from BES arrived today, fitted and working. Not cheap when you include postage charge, but worth it to avoid draining down, buying and fitting whole new TRV.

It's a gas, condensing boiler, not a combi. She lives some distance away and it could be a while before I visit again to find out.
