The couple of times I've sorted out leaking stopcocks I have got a length of string rubbed it up and down with a candle to lubricate it, wrapped 2 or 3 times around the spindle and pushed it back into stuffing box by tightening up spindle nut so handle can just be turned.

Try connecting a battery and a light bulb with a couple of wires, result a bright light. Try doing the same with one of the wires cut and placed in water? Now put cut wires on a piece of copper pipe, notice any difference?

Separate the pipes under the isolators and lift the taps up as far as they will go which then should give you room to cut the pipes feeding into the taps with a junior hacksaw .Make sure you have undone the tsp retaining bolt before you start messing about with the pipework just incase undoing...

Just to throw a spanner in the works write/ e mail the WC with copy to CEO and tell them that you believe you have been misinformed about the sewers responsibility and what it has cost you to have it sorted and you are making a official complaint to OFWOT. It doesn't matter if you do or don't...

Possible air locking unless you have an expansion pipe at the top of the vertical pipe run that drops in to your header tank, I assume your header tank is in the loft.

When you say from the gland nut I assume you mean where the spindle goes through it?if so applying ptfe or loctite to thread will not solve the issue. If it is a leaking spindle close the valve,undo the spindle nut and slide to top end of handle, then get some small diameter cord with candle...
