    Plasterboard ceiling

    Skimming is best but you could try filling the joins and screw heads and lining before painting gives a nice finish

    This is a really tough one. Id be tempted to use exterior diluted PVA but be prepared for some filling/sanding when the bubbles come up again. Once you've sanded and filled, apply another pva to the areas you sanded. Then you should have a great finish when you apply final emulsion

    Id wager that either you didnt paste very well, or possibly (depending on the wall you papered) the wall surface may have needed sealing and has sucked the water from your paste

    Sealing and painting breeze blocks - interior garage wall

    Id be tempted to seal the outside first. Any masonry sealant will do, B + q do a value one which works well and is cheap. your concrete blocks and are porous and as im sure its a single wall, damp will penetrate if you dont seal the outside first.
