    Woody, Thanks. My local authority is reviewed prior approval plans without drawings. The applicant has simply loaded an incomplete permitted development form, site and block location plans. No actual drawings. I assume this would fail if someone raised an objection?

If the neighbour gets the permissions approved, commences excavation work (assuming they do not breach the depth of my foundation), then no PWA is required? If they do breach the foundation, then a PWA is required but it’s already too late...
