Could anyone give me some tips on how to fix this tap? It's been fine for many years but this morning opening the tap results in just a very small dribble of water. The cold tap works fine. I've given the diverter a bit of a workout, makes no difference. The tap turns freely, just no water comes...

I suspect this is some sort of damp problem but I don't really know. It's in my kitchen and the other corner looks similar like the bead is rusting and pushing the plaster away It's an external wall (cavity wall I believe). I don't even know what trade to ask to look at this. Any ideas?
