Is it possible that because of new housing construction nearby that the city sewerage would produce air bubbles that would be manifested as vibrations in those sewer pipes?

Once in a while in our house, there is a vibrating noise that seems to be coming from the stack pipe that lasts about 5 to 10 seconds maximum and happens about two to four times a week . Any ideas how I can fix this problem? There is some new house constructions happening close to our house but...
