no its not its a layer of brown paper thats on both side of the ceilling

I had to scrap off the layer of paper on a small part of my ceiling where artex stipple use to be, Does anyone know the name of that brown paper that was on the ceiling and what type of glue/adhesive to use? Then I want to apply artex on it.

I am 99% sure that the stipple on top image is created using Artex and stipple Roller. this stipples are more pointier. Does anyone know how to create the same stipple on the bottom image? what material and what tool? this stipples are not pointier than the stipple on the top image.
