    No need to stabilise pre painted areas ,unless they are loose or flaky.Yes , keep your area clean, and remove all dust and dirt. Cant help you with vertigo up your ladder, but if you feel unsafe consider a tower.Never work alone up a ladder. good luck

    Use a stabiliser.. I have used deep seal in the past, but regular stabilisers are sufficiant.

    Ambiant temperature, surface, humidity, and brush type, will all determine how much one should thin..Often a decorator will have a prefered thickness to increase flow and ease of handling. If the surface is completly smooth and devoid of all blemshes,your 10% option would be ok.

    Any varnish or wax will always affect the colour, so proceed with caution. personally ,I would use a clear wax, rubbing in and off when dry. perhaps as many as five coats, finally buffing hard. I also find scrim is perfect for this.

    Best type of fill for uneven grainy surfaces

    Use a stabiliser over the whole crumbly surface, and then fill as required. I tend to use toupret fillers ,but they all handle a different way and the above suggestion of easyfill may be the way to go. good luck

    Decorators used different brand of paint ?????

    Only stop payment if it was an agreed specification for them to use Dulux branded paint. If however the colour was "chosen" from a dulux chart and then copied this is often practiced.
