    ITS OK! I found out how to operate these Lockshield valves - they are called lockshield RLV valves. Down in amongst the black water there was a 4mm allan-head which had was closing the valve.... just had to slacken it off. The bathroom will not be so cold tomorrow morning now! Thanks...

    when you take the cap off there is black water. you can poke your finger into the hole and it feels like an alan key type shape about 10 - 15mm into the valve. The radiator was well and truly rusted. however I take your point that I should have sorted out the valve etc before replacing it...
