cold walls

Hi, Someone told me years ago this helped, obviously products are different now water based. I've got an old building , maybe 1900 ,the ground floor gets cold. I'm wondering if I paint the exterior wall with some breathable sealant ( how is it possible that it's breathable ?) it would help a...
