Might water seal help cold walls ?

Hi, Someone told me years ago this helped, obviously products are different now water based.
I've got an old building , maybe 1900 ,the ground floor gets cold.
I'm wondering if I paint the exterior wall with some breathable sealant ( how is it possible that it's breathable ?)
it would help a little to keep the walls a bit warmer rather than being soaked in Manchester rain ?

If it’s warmth your after, then you need to insulate it. Either from inside or outside.

Are the floors insulated?

windows in good order?

Water seal is only a water sealer, and will need reapplying in future years.

Heat and insulation make it warmer.
