100 mm soil pipe

Hi there

I've bought a new toilet. The waste outlet is approximately 2.3 cm lower than soil pipe.
I am going to put either 5.5 mm or 9 mm plywood and 3 mm vinyl on the floor which will raise the floor but it's still slightly short.

As you can see from the images of the of the old toilet it's a very short bend needed to reach to soil pipe which is sloping down towards the wall.

Question 1: I am wondering if it's possible to cut the soil pipe back or is that a bad idea?
Question 2: Would such a short bend (approx 7-8 cm) likely to be a problem with a slight upward slope to the soil pipe?

Not keen on putting toilet on a plinth. Doesn't look great.
Also somewhat suspicious of offset connectors.
Alternatively I could send the toilet back to seller. They advertised it as 190 mm to mid point of the toilet outlet but it's actually 180 mm. This is the third toilet they've sent me.

Any thoughts?

Personally I would get that tested for asbestos as it was commonly added to cement in soil pipes. I have used these in the past, pretty fast and reasonable price.. https://asbestos-testing.org.uk/, . Having said that, I would cut the pipe back and then you are free to do what you like, Soil pipe is not expensive so whilst you are doing the bathroom, you could just replace the external soil pipe with plastic. Mind you I have just assumed that its a house... if you live in a flat, then cut it back and fit any female addapter you need, bend , flexible etc.

I know the soil pipe looks like cement but I am pretty sure it's plastic that's been painted. Feels like plastic when I tap it (and sound like it too). The external soil pipe and bend into the house is also plastic.

My friend who sometimes helps me had a concern that if we cut the soil pipe back it would somehow ruin the functionality of the pipe. Should I be concerned?

No. Cut it back if it helps with the new pan connection.
 
Cut pipe back, shouldn't be an issue. What will be an issue is any slight uphill on the outlet between the pan and the soil pipe, worst case scenario, drop the entire branch through the wall slightly, (or find a pan with a higher outlet), otherwise you may be setting yourself up for problems.

As it is right now the soil pipe is sloping down toward the wall. If I cut it roughly in the middle the pan will be about 5 mm higher than soil pipe. Better measure it again though to be certain.
