2 gang switching

We have a hall light and landing light controlled from a 2gang switch downstairs and the landing light controlled from upstairs. A decorator has re-wired the switches wrong and now we cant turn upstairs on from downstairs.i have enclosed a basic diagram of the switches and all wiring available, can anybody help?

DOWNSTAIRS LIGHT CABLE: Red to C, Black to L1 on the side of the switch that you want to operate the downstairs light.

SHORT LINK CABLE: Between the two Cs

LINK TO UPSTAIRS: Red/Black to the other L1/L2 (doesn't matter which)

At the upstairs switch, Red/Black to L1/L2 (same way round as downstairs), and the single red wire in C.

QUESTION - when you've been turning the power on and of - are all upstairs & downstairs lights on the same circuit?
