800mm height for toughened glass - where to measure to ?

i have been advised that toughened glass should be used if window is below 800mm.

my cill is at about 790mm but frame and casement mean that glass is well above 800mm.

is toughened glass required here ?

Refers to the bottom of the glass, if the cill is 790mm then its likely the glass will be somewhere around 850mm, personally i wouldn't class that as 'well above', i'd even toughen it if it was 1000mm
