A non-slip loo seat which slips

Before Homebase disappeared into the ether I bought a non-slip loo seat from there. I was able to install it, but the old screws were held in a plastic sheath and I can't remove one of them. As a result I don't think the loo seat is entirely secure as it's slipping. Would this make a difference? If so, how do I get it off please?

You need to unscrew the screw and then push the sleeve through from above or back up from below to remove it from the pan. If the screw does not undo then you may have to prise it up but take care as you don't want to damage the loo so protect it if you are using anything that may mark it.
 
Thank you - there's not a screw in it anymore so I figure I will just have to push the sleeve up. Perhaps with a sledgehammer!
