Can i create a new ring by running a spur off an existing ring to a 30 amp MCB then use this as the \\\'consumer unit\\\' for a new ring?
 
The simple answer to your question is – definitely NOT!!. A spur can only supply a single socket outlet (the outlet itself may be single or double).

You have two options:
1. Extend the existing ring
2. Install a new ring protected by 32A MCB/RCD at the board,

The second being the better option.
 
thanks, i am in the middle of converting my loft, i will extend the ring from the floor below, it only has three double sockets on it. Is there a limit to the number of sockets i can have on a ring?

No, provided the total floor area does not exceed 100m2
