I had a water meter installed a few years back on the (mis?)understanding that the user pays only for what is used. I have just received my bill from those paragons of excellence, Thames Water, and it reads as follows:

Usage: 7m3
Volume charge: 9.81 (1.42 x 7)
Fixed charge: 32.07
Total: £ 41.88

We should learn from this utility 'sell off' crap. Competition ! The only competition is to see who can extract the most dosh from a captive clientele.
Blimey, 7 m³ that be 1,540 imperialistic gallons 7,000 Litres ...... What was that 1 week?

The thing that gets my goat is these over paid off wat regulators or wot ever they call the usless *******s, they've been given cushy jobs to protect us from greedy privatised companies but their tarred with the same brush, its crap.
