i was removing the silicon from my double pvc window today due mold growing in the silicon and i noticed i dont have any fixings at the top part of the frame does this matter as i can push it out (only outside silicon holding it in place)

Depends what is above it. If it's a concrete lintel then probably wouldn't expect it to be fixed anyway. As long as the rest of the frame is secure - main fixing points will be down either side, then it should be ok. PVC frames may flex a little when pressed so if not excessive then I wouldn't worry.
