Advice on messy wall

Hi, I'm looking for some advice concerning the chimney breast and wall in my house. The previous occupiers finished the wall with what looks like sawdust mixed in with the paint. The result looks terrible and I want rid of it as i'm redecorating the room anyway. Is it possible to have the walls re-plastered to cover this? I've tried scraping and sanding, but theres so much I doubt i'll ever get it good that way. Any advice would be appreciated thanks!

Sawdust mixed with paint - interesting combination. Are you sure its not sand mixed in?
Anyway as long as the 'paintwork' is in reasonable condition it shouldn't be a problem to pva the walls and then reskim.
 
I'm not to sure what the out come would be if you did pva and skim over it , if it did turn out to be "Saw-dust"....
 
If it's sealed properly with Pva then it won't be a problem, in fact whatever has been mixed in will provide a reasonable key for skimming.

I personally wouldn't skim over anything that I thought contained wood, I would probabaly dot and dab it....
