Air Brick above suspended floor level?

Not sure if this is in the correct section so can be moved if needed.

I am insulating the suspended floor of my 1955 bungalow and the air brick location bothers me a little. Each one comes slightly above floorboard level, as seen in the photo, and my worry is that I am insulting the floor to keep out cold and drafts yet part of the air brick will only be covered by a thin piece of skirting.

Is it normal for them to be at this level? Is there a good way to insulate the top of the opening to prevent any draft?

(P.S. I know the insulation needs to be butted up against floorboards, the piece you see is temporarily friction fit in place)
