We have an alleyway between our house and next door with bedrooms above / over the alley.
Can the neighbour move pipes from the back of their house in to this alleyway, due to change of internal house layout, or is there a restriction on width of an alley below which no obstruction like this is allowable. Concerned that a pipe coming out of the wall into the ground is going to get knocked by bins, people garden equipment etc.

Seriously, the proposed use of the alley, nor the existing or proposed width is not clear from your OP.
 
Such an alley is often called an 'accessway'. Check the Land Registry title- there may be a covenant stating that it is not to be obstructed for any purpose.
