Another vailant eco 28 and Nest issue..urgent

Hi all,

I've just got home and my electrician has wired in the nest heatlink. I have connected the thermostat and all green lights and looks like it's working great except doesn't turn heating on.

Any ideas..I've attached wiring pics. Am I missing a wire?

Left terminal pole @ 240 RT plug is a dummy , it has no function.
Either insert a link across live & common @ heatlink or use the 24volt RT plug @ boiler control board if available.
