He seems to be claiming he would be destitute in France. But it doesn't say why.

Anyway, destitution was found by the Court of Appeal not to be good cause for an ECHR claim back in 2002.

It sounds like a temporary ruling. The grounds aren't clear.
 
ECHR, bad news, ditch it and tell 'them' to **** off. Then stop giving Government (our) money to the lawyers and charities so determined to keep them here.
It's not rocket science.
