There's only so much that can be done by fixing leaks etc. It seems lots of people when they refurbish want high flow/high pressure showers, etc, etc. The population keeps growing. All these things point to an ever increasing demand for water.
Do people think we might end up with some sort of rationing system in a few years time ?
If so, what form do you think that might take ?
The only easy method I could see would be a graduated charge rate based on metered consumption. Eg, per person on the electoral roll (what about children ?) you get an allowance of x cu m/month at a basic rate, and after that the rate goes up.
I suppose the ultimate rationing system was in '76 when water usage was limited (in some areas) to what you could carry from the nearest standpipe
