asbestos in cement boiler in attic and blackburn block

We are thinking of buying a property. however the homebuyers report, has discovered asbestos in the cement boiler in the roof space. would this have to be removed, or is it safe enough to leave alone.

also the house is something called "blackburn perm block" anyone shed any ideas on this one?
 
not sure what a cement boiler is.

the hse web site has good info on asbestos.

as far as i know there is no requirement to remove asbestos only to take special action when it is removed. i understand that it's quite expensive.

i would ask for a reduction in the price to cover it's ultimate removal at some point in the future.

no ideas on blackburn perm block. it could be short for permeable.
