Base for concrete steps

Hi all,
I am rebuilding the stairs to get to my house.
There are 13 steps + a landing on the top.
So far:
1- I demolished the old stairs that was folling appart
2- I built a wooden frame to poor conctrete in and will get a local company to poor it in for me.
3- I have 10 of 12mm x 3m rebars to be placed in the concrete for re-enforcement.

Now, my question is about the base for the concrete:
Am I OK to put in old brick and stones that made the old stairs in the base?
Should I use Hardcore MOT 1 ?
The problem with MOT 1 is it normally needs compacting and in my case I can't use a wacker plate as it is on a fairly stip slope (being base for a stairs)...

The Wooden frame is about 54cm (20 inches) deep on average. How much of that should be base and how much of that should be concrete?
