Baseboard Gaps

Hey everyone. I have gaps in the top of my baseboars. It's small and caulkable but the boards i took off had zero caulk and were completely flush. I have bigger gaps throughout the whole house. None of them had caulk on the old boards. How do i make them flush? Thx

My guess is you wont, no plasterer will ever be able to get a wall 100% true, those gaps look neither here nor there, the only way you will be able to get them flush with no caulk is possible to set them back into the wall or fit them and reskim upto them
