Basic Question Plastering

Duck tape and pull along with scraper can remove paint.
Those razor sharp wallpaper scrapers work best but seen a guy use a wood chisel once over many weeks.
That's a labour if love!
Id skim as faster but DIY might spend time removing, making good and prime and paint..
