Bathroom fan: is it true there's a new reqirement for 12v?

I want to site the fan in zone 2. I was told that I'd have to use a transformer and 12v, with a FCU outside the bathroom for emergency isolation/cleaning. Is this right? I want a timed fan that does not operate via the light. Ideally I'd like a pull cord to operate the fan directly. Does this make the cabling more complicated? Can I start a spur to the FCU from a lighting junction box in the loft? Do I need an extra connection for a constant live for the over-run phase?
