Baxi 80e central heating not working, but got hot water

I got a baxi 80e. It is giving hot water when left on the hot water only. But when i turn the boiler to central heating and hot water. The central heating does not turn on.
The flow pipe on the radiator does not get warm

The boiler shows the ignition flame indicator twice. Then it goes off and the flame fail light keeps blinking.

I first thought it was a divertor valve but as the flame fail light is blinking, i think it might be something else.

Any ideas?
 
A competent gas engineer would sort this out in a few minutes.
